Westbrook City Council holds a regular meeting on the first Monday of each month. Additionally, special meetings may be called by the Mayor with twenty-four (24) hour, written notice. City Council meetings are open to the public and are broadcast live on the City's website.
*Due to the fire at the Westbrook High School, this meeting has been relocated to the Westbrook Performing Arts Center, 471 Stroudwater Street.

Amending Land Use Ordinance Regarding Solar Energy Systems
The City of Westbrook will hold a public hearing regarding a City Council Order entitled “Authorizing Amendments to the Land Use Ordinance Regarding Solar Energy Systems.” This public hearing will take place during the City Council meeting held on Monday August 2, 2021 at 7pm, located at WESTBROOK PERFORMING ARTS CENTER (471 Stroudwater Street). City Council may choose to vote upon this legislation immediately following the public hearing. A full copy of the proposed legislation is available for review at the City Clerk’s Office or online at www.westbrookmaine.com. All citizens and other interested parties are invited to testify in person or to submit written comments for inclusion in the public hearing by contacting City Clerk Angela Holmes by email at firstname.lastname@example.org or by mail at 2 York Street, Westbrook, ME 04092.

NOTICE OF PUBLIC HEARING
Millbrook Estates Affordable Housing Development District (TIF & Credit Enhancement Agreement)
The Westbrook City Council hereby provides notice that it will hold a public hearing at 7:00 p.m. on Monday, August 2, 2021, in the WESTBROOK PERFOMRING ARTS CENTER (471 Stroudwater Street) Westbrook, Maine, for purposes of receiving public comments on the designation of the proposed new Municipal Affordable Housing Development District, the Millbrook Estates Affordable Housing Development District, and the adoption of a Development Program for said new District pursuant to the provisions of Chapter 206 of Title 30-A of the Maine Revised Statutes, as amended.
The proposed new District consists of the property located at 300 East Bridge Street (Map 012, Lot 010 on the City’s Tax Maps) and consists of approximately 22.97 acres total. The proposed new District and Development Program will enable the City to capture tax revenues generated by investments made within the District related to certain residential development activities. The City proposes to authorize a Credit Enhancement Agreement with the developer of the property within the District, Millbrook Estates I, LP, that allocates certain revenues generated from the development within this District to the Developer for operating costs and financing of the acquisition and rehabilitation of a 100 unit low-income senior housing project, and to allocate the remaining revenues to municipal projects such as road improvements, pedestrian amenities, transportation infrastructure, other municipal infrastructure, senior services and public safety, as may be approved and permitted pursuant to Section 5225 of Title 30-A of the Maine Revised Statutes, as amended.
A copy of the proposed Development Program for the new District is on file with the City Clerk at City Hall, 2 York Street in Westbrook, Maine, and may be reviewed during normal business hours. All interested residents are invited to attend the hearing and to be heard at that time.
