The City of Westbrook has five labor unions, each with their own contract.

• Westbrook Police Association

• Westbrook Fire & Rescue Department Union: Teamsters Local Union No. 340

• Westbrook General Unit:  Teamsters Local Union No. 340

• Westbrook Public Services Department: American Federation of State, County, and Municipal Employee (AFSCME)
